About Study Course

Objective

To provide knowledge and to deepen the competence of social workers regarding the functions and responsibilities of social services in the context of civil protection (CA), focusing on the responsibilities of civil protection system organisations, local governments and social services, resource management and support to target groups in crisis situations.

Preliminary Knowledge

Social Security system in Latvia; Social work organisation in local municipalities (communities).

Learning Outcomes

Knowledge

1.Students will understand the institutional system of Civil Protection, its activities at UN, EU and NATO level.

2.Understand the civil protection system, structure, legal framework of Latvia.

3.Understand the responsibilities and responsibilities of local governments in disaster management.

Skills

1.As a result of the completion of the study course, students will be able to analyse, identify and assess the resources necessary for social services to perform tasks and duties in civil protection and emergency situations.

Competences

1.Those taking part in the study course will be able to identify and assess the specific needs of the target groups of social services and take a competent decision to provide the necessary support and assistance in CA and emergency situations.

  1. Types of threats and disasters, their causes, consequences and impacts; the CP system, operational principles and governance levels.
  2. CP and the disaster Management Act.

  1. Obligations and responsibilities laid down in regulatory enactments for social services (information of residents, provision of temporary accommodation, provision of psychosocial support)

Description
  1. Human resources: the knowledge and expertise needed to respond to crises and emergencies. Training and professional development of personnel for strengthening employee resilience (resilience).
  2. Financial resources.
  3. Materials – Technical resources (infrastructure, equipment, personal protective equipment, technology). Technological solutions in crisis situations and civil-military conditions.

  1. Target groups with special needs: support for persons with disabilities, elderly persons in need of social and health care, children, homeless persons…)
