About Study Course
Objective
To create for students of social work an understanding of the concept of the State, its role in society, the functioning of public administration, as well as the laws and regulations of the Republic of Latvia and major international law. To create an understanding of the interaction between state and rights, the role of rights in society, the importance of rights and the place in a modern democratic country.
Students will acquire the skills to navigate within the competence of State and local government institutions, structure of laws and regulations, differences in legal sectors (constitutional, civil, administrative, criminal law) and the skills to find using the bases of laws and regulations, laws corresponding to a particular situation. Students will be given insight into defending a person’s legal interests. Students will acquire pre-knowledge of the acquisition of study subjects, which look at the legal procedures to be applied in social work.

Learning Outcomes
Knowledge
1.Students acquire knowledge of basic principles of the functioning of the legal system, State and local governments; the necessary action to ensure the rights and interests of the person. Given that social workers are part of public administration, the acquired knowledge will make it possible to understand the functioning of public administration in a democratic country and the application of law in practice, as well as to gain understanding of the administrative process as a means of ensuring the fundamental rights of the individual in relations with the State.
Skills
1.Students will acquire the skills to use public databases of regulatory enactments, find the necessary regulatory enactments; legally justifiably and purposefully navigate the competence of the public administration.
Competences
1.Students will be competent in the system of regulatory enactments and the structure of institutions of Latvia and the European Union according to their competence.

Assessment of the functioning of the public administration |

Test
|
|
Students shall independently develop a reasoned assessment of the functioning of the public administration by defining the evaluation criteria. On the basis of the criteria developed, students assign a rating to the public administration, providing reasoned justification for both the criteria chosen and the rating awarded. The assessment is presented in the practice session, justifying the conclusions and engaging in a discussion. |

Participation in lectures and classes – at least 50%. Assessment of individual works – all independent works should be submitted, form 60% of the assessment criteria. Active participation in lectures and completion of the study course evaluation questionnaire 40%. Requirements: the student successfully passes an examination. |
