About Study Course

Objective

To improve the student’s understanding of the administration of a legal and democratic state, the role of administrative procedure in the protection of a person’s rights and legal interests, to familiarise with the legal regulation of administrative procedure and the case law of administrative courts, as well as raise awareness of ambiguous issues in theory and practice. To provide the student with theoretical knowledge and practical skills in assessing the validity and cost-effectiveness of healthcare services.

Learning Outcomes

Knowledge

1.The resident has mastered the legal regulation of administrative procedure, gained understanding of current issues of administrative law and administrative procedure law theory and case law, their changes and impact on public administration and court. The resident has acquired knowledge of planning healthcare services, assessing the need for healthcare services, assessing the efficient use of funding based on the principles of health economics.

Skills

1.Has acquired understanding of the legal system, can find and apply sources of administrative procedure law; has acquired ability to apply theoretical knowledge to practical and analytical legal issues; ability to compare and contrast different opinions, to express and argue his/her opinion on topical issues of administrative procedure. The resident understands the analysis, planning, assessment of the need for health services, evaluation of the effective use of allocated funds.

Competences

1.Has good knowledge of the legal system, able to find and apply the sources of the administrative procedure, and recognise and address risks of corruption. Able to understand the rationale for healthcare services and assess cost-effectiveness.

To get an understanding of the interaction of administrative procedure law with other branches of law, the role of administrative procedure law in the mechanism of public administration, the recognition and prevention of corruption risks, the role of public administration institutions in the process of public administration and the purpose of administrative procedure law in the protection of fundamental rights and freedoms of individuals. To acquire knowledge and practical skills in assessing the validity and cost-effectiveness of healthcare services. The resident independently studies the literature.
